• Forwarded legal theories identifying the unauthorized practice of law by non-attorney employees of the Virginia Division of Child Support Enforcement and the Virginia Department of Social Services — resulting in two series of statutory amendments to Virginia's unauthorized practice of law statutes.
• Identified that "summonses" issued by a contractor on behalf of the Rockingham County School Board against drivers who illegally passed stopped school buses were unlawful — killing the program and resulting in the repeal of the enabling ordinance by the Rockingham County Board of Supervisors.
• Determined that the speed camera program enacted by the City of Harrisonburg was illegal — both because maximum fines were not posted for drivers to observe, and because the "summonses" issued by a contractor on behalf of the City fail to comply with Virginia law.
